If La Stampa confirm it then should be done in few days Torino are getting money from Izzo they only spent 20M euros this summer they'll be capable of paying now or loan with obbligation

Where does all the money go?

Most Italian teams don’t own their own stadiums. That’s one issue. Partly related to this is the issue of relatively low attendances outside of classic derby games when compared to other top leagues. So, the way to make money is profit from player sales, which they do quite well, but chunk of that money goes to other expenses than transfer fees for new players and player wages.

Italy’s economy was in bad shape before the pandemic and they had a proper proper lockdown not a Boris go to work if you can none sense...I could imagine who weak they are economically now
