If he was offered United, I think he would take it. Sp**s are facing some tough years while adjusting to the new stadium.

United is the bigger club, and they have more financial muscle.

What players did Man United attract last season with Champions League football? Martial and Depay the wonder kids and the OAP Schweinsteiger?

People don't want to play for them anymore since Fergie left. Potchy (trademarked by @GDeep™ ) remains untested at top level. Add Pep at City and Man United look the least attractive of the current top 5 (Leicester excluded) especially if they don't finish in the top 4.
