Managers always say their best player is staying it's meaningless, that's why it is open.

Until the player himself says so or there is reliable or confirmed reports surface it stays open buddy.

Pretty sure it was both. Wenger even dared the club to sell them saying something like "you can't call yourself a big club then sell players like that" followed with sales of both within a couple weeks.
