This is one of those things that fans won't really understand until it affects their team.

ACLs and the increasing number of major injuries didn't use to feel as prevalent as they do now. Especially in young players.

Young players who are getting major, season-ending injuries feels like a trend and not a blip, unfortunately.

Epidemic implies regional coverage, hence I fail to see it as a PL or European epidemic

Come on..... pandemic implies worldwide coverage, if we'd call it like that, there'd have to be maybe tens of thousands of ACL injuries to label it ACL pandemic.
