They offer big wages and rotate often. Pep also changes his preferred options based on form quite a bit, last season Grealish was a fixture in the lineup but this season he was pretty much a non-factor. Same thing happened with Stones several times. It's also unclear, for example, who the preferred option at LB is between Aké and Gvardiol.

We've only just gotten to the level where we look like a contender for everything, so we'll see if we can attract players the same way. Arteta doesn't rotate much so it's a more difficult sell. That's partially because he hasn't had great bench options though, obviously.

We currently have three City-like rotations: Martinelli-Trossard, Partey-Jorginho, Tomiyasu-Kiwior-Zinchenko.

We're in London. We pay good wages. We are clearly on the up with a serious coach and an excellent young squad. City have 115 hanging over them which will put some players off. Liverpool are post Klopp-ing which is uncertain. Utd are a joke at the moment. Chelsea have a vast amount of promise but very little nous. Sp**s are Sp**s. PSG are in the ultimate farmers league and don't have an identity. Barca are a basket case. Bayern have lost their invincibility cloak. Inter are very good but an aging team and are skint. Juve are pretty average....

Its only really Real Madrid who can always beat us to whatever player they want. Any other club is fair game for us to compete with.

I don't disagree with any of that. My response was as to why City have been able to sign players without promising them a starting spot, not about whether they're more attractive as a destination.
