Would sign him and Rice (or a Barella, FDJ, Caicedo, Bellingham, Camavinga, etc) then loan him out for a year. Gives him a chance to play and develop and I expect end of next season at least one of Xhaka, Party, Jorginho will be potentially gone or better as an impact sub. No issue getting two midfielders in if one is super young.
