There was literally an investigation into Pepe's signing and Raul was fired for being responsible for it. Edu is innocent and doing a great job recently.

Source: Arsenal sack Raul Sanllehi after reports of 'internal review' over Pepe signing

More reliable sources have proven this incorrect so many times.

The cost cutting review actually resulted in the staff redundancies, as well as the scout shrinkage, which also cost Raul his job. It was between Raul and Edu, the board (Tim Lewis) didn't see the need for both of them.

If you guys paid attention to what Edu was saying when he threw Emery under the bus, he said Emery was a difficult coach to buy for because he had no real plan. Pepe undoubtedly falls into that.

Nice to see the Barcelona model being advocated for us!

There's a reason this happens very very rarely.

Raul Sanllehi leaves Arsenal

Why has Raul Sanllehi left Arsenal? Aug 15 2020

In some respects, a degree of friction with the hierarchy was inevitable in Sanllehi’s role. He advocated for his coaches with fierce loyalty — in the case of Unai Emery, arguably to a fault — and if that meant pushing the Kroenkes out of their comfort zone, then so be it.

The statement Arsenal made to announce Sanllehi’s departure does not cite a reason, although The Athletic has been told the club see this as a way of streamlining their executive model in light of COVID-19. They had already announced their intention to make 55 redundancies and stressed that “all departments” would be subject to scrutiny.

That is made explicit in the messages in English and Spanish that Sanllehi sent out to his contacts, including senior staff at rival clubs, before news of his departure broke on Saturday. “There is no one to blame for this,” he wrote, “other than COVID-19, and the need to adapt and remodel the club’s structure to the new times.”

Edu on his Arsenal plan, Saka’s contract and ‘cleaning’ the squad

The Athletic July 25 2022

Edu on… when the club began implementing the current strategy

“With all due respect, the plan started really when we decided to change Unai Emery (in November 2019). That was my first planning — to go to the board, explain to them the reason we want to change, the reason we want to go a different direction.

“The idea behind it was to have a coach with a very clear idea. A very clear plan: very clear structure, how he wants to play. And from that we’re going to build something together.

“If you have a coach and it’s difficult to read how he plays — in terms of system, characteristics, etc — it makes our life super complicated. And then we can make a lot of mistakes on recruitment because we don’t really understand and it’s not easy to find the right player for the right system for the right coach.

Arsenal’s Tim Lewis, the power behind the Kroenkes’ throne

The Athletic May 11th 2022

A month later, on August 5, Arsenal announced their intention to make 55 staff redundant as a consequence of the pandemic.

The highest-profile scalp followed just under a fortnight later, when head of football Raul Sanllehi left the club.

Sanllehi’s management style and approach to the transfer market had not endeared him to everyone at Highbury House, but the biggest factor in his departure was that Lewis and the board felt his role to be superfluous: with Venkatesham in place as managing director, and Edu as technical director, Sanllehi was deemed inessential.

In their financial position, Arsenal did not need to operate with twin chief executives, or indeed twin sporting directors.

^ The Athletic have been consistent on the reasons for the departure of Raul over the 2 years for anybody who's interested in the truth.

The most important bit though from ESPN who started it:

ESPN:

*Since we published this article on 14 August, Raul Sanllehi has left Arsenal. The club subsequently released a statement to the media in which they stressed that no “investigation” into the Pepe transfer had taken place.

It reads: “We want to be clear to you all that there has been no investigation by the club into the Nicolas Pepe transfer. To suggest there has been an investigation is grossly inaccurate and unfair and we request you remove it from your coverage. We have informed our lawyers and will take further action as necessary.”

ESPN has subsequently reworded the article which is cited above. It is now titled “Arsenal review £72m Pepe transfer” and the word “investigate” has been removed throughout to be replaced with “re-examine” and “review”.

ESPN who broke the investigation news were forced to rewrite their article, removing the word investigation and making changes.

I know some of you would prefer to listen to Talk sport and the sensasitionalist headlines, but it is unfair. Especially as some closet racists on here have been making the most of this false narrative. (i.e certain experts in Jungle football).

We've just seen Liverpool sign Nunez who is struggling for an exuberant amount but we do not see calls of fraud from these same guys.

I'll just make a list of players who were worse or equal to Pepe

Lukaku, Sancho, Havertz, Werner, Pogba, Kepa, and there is probably more you could add, so I guess they also have some frauds there. It's not the end of the world, they are all good players (including Pepe), things just don't work out sometimes.

Interesting thing is that Chelsea and United have the most flops while Arsenal is doing well when it comes to big transfers, especially this window which I think has been our best in a decade.

There's just this weirdness (which we saw with Yousif) where people try and tally up successful signings with people they like and the unsuccessful ones with people they don't.

The successful signings that came under or initiated by Raul who are still starting for this team are conveniently seen as Arteta guys. They are all club signings, some work, some don't.

Wow you put a lot of effort into this post.
But we know Pepe had a big part to play in the overhaul and Raul was made responsible ultimately. Ironically it was probably a good thing in the long run.

Wrong again, Pepe contributed to recruitment overhaul correct - but players like Willian, Özil and Auba I'd say were also a huge contributor. Pepe wasn't some old codger we brought to the club, he was Ben White's age, another expensive acquisition on a similar salary with views of hopefully improving further. More similar than you think.

Edu even explains in his quote how a Pepe could happen with Emery, this was only a month ago.

If you meant Raul overhaul, well there is literally quotes and articles confirming the contrary but believe what you want.
