Double checked and it's actually 30, the 40 number is for the PL winners. They've both played in the Cup this season so they could say they've played a part in the competition.

As for your second question, it depends on the players I guess but even Emiliano Viviano was joining in the celebrations in 2014 despite never playing a single minute.
