As much as I’m a fan of Raul’s clandestine approach, I‘m inclined to agree. Misappropriation of funds (large agent allocations) was an issue during his time at Barca and I think it’s the case here. Think a few people got slices of the Pepe/Luiz deals who shouldn’t have.
