Wenger was great at it.
In his first 10 years yes. In his last 10-12 no.

How was the top 4 exclusive? Between 2004 and 2013 we were bottom half of the table spenders. Arsène had no right to be there. And 2013 2018 we climbed to 5th most expensive squad.
The top 3 United, City and Chelsea were exclusive, they spent way more than any of other teams.
He signed people like Clichy, Sagna, Song, Kos, Ade, Giroud etc for nothing and got top 4.In his first 10 years yes. In his last 10-12 no.
You missed the point. Arsenal were somewhere to be seen, but had no right to be.Sp**s weren't challengers for top 4. Teams like Wolves and Leciester were nowhere to be seen. A team just promoted fighting for it. No chance.
Now the premier league top 4-7 is more open than it ever has been.

1. 2013 the market was completely differentWe were making better signing when we have 40m budget or less before the 2013 season.
We made alot of bad signings we wasted 100m in 2016 that didn't improve us at all in 2014 season apart from Alexis the other signings were poverty that affect the finances more than failed to qualify to CL lack is good sales also affect that.
Since big spending started the only successful signings were Özil Alexis and Auba. In short we didn't buy smart.
If Kroenke have any of ambition he should inject club with his money until we back making good profit at least. That definitely won't be happening
Wenger in his latter half was washed up there’s no hiding from this.He signed people like Clichy, Sagna, Song, Kos, Ade, Giroud etc for nothing and got top 4.
Titles? Spending 5th or below? Wenger was a genius man, on the money spent. How many titles did we win with those players?
You are crediting Wenger for signing players who were failures at Arsenal. Who didnt win us leagues. Who didnt win us champions leagues like your argument stands.
How many of those players turned out to be world class? 0 that's how many. How many of those players in the end left Arsenal and went on to win bigger things. Almost all of them. They didnt win things at Arsenal they won them elsewhere because we couldn't compete.
Those players were additions to other teams. Sometimes even squad players. But your talking there like they were Henry, Pires, Campbell and Cole.
Wenger only dropped out of the top 4 with the full weight of the fans against him. That's what caused the slide.
There's never been a manager or team that's sustained top 4 football with the sort of campaign against them that our fans organised after the 15/16 season.
Now the premier league top 4-7 is more open than it ever has been.
You think a team and manager spending 5th can reach the top 4 in one of the most difficult leagues in the world with planes overhead, rants, protests and boycotts? You are joking. How did Emery get on with the fans behind him?I don't want to take anything away from Wenger for the success he had here, he was a phenomenal manager for us, the PL and football in general. However, the last 2 years of his reign can't be blamed on the fans. Wenger and Gazidis made some bloody stupid signings and Wenger himself made some bloody stupid decisions on the pitch. There is no getting away from the fact that Wenger as a manger was in decline. No shame in that, it happens, but don't blame the fans for it!
